I thought it would be easier to talk about how to handle streams in a post than in the shoutbox.

First I want to say that I am not sure how we should handle them, but here are my thoughts.

Things are changing compared to when BowieStation started and even more so than when it was Mind-Warp Pavilion or Savage Jaw. When official releases were basically all physical, now we also have digital only official releases.

I think streams differs from a radio broadcast of the past, when it would be broadcast maybe once or twice then to disappear. The streams can stay or be there for a longer or a shorter period, and show up again.
Today when BBC streams a concert I think it is just as official as a record released by for excample Music On Vinyl, they off course have all the licenses in order.

Some record companys have used streams or some online digital access as a way to keep the copyright of their recording, like when Parlophone had some Bowie under a different name to secure the copyright extension, then released it on physical format the following year.

I am not sure where the limit is or should be, I do think that it is important that we don't get in trouble with BowieStation. We do have a policy stating that no officially released material can be on BowieStation. I think it will be good if we discuss it, so we have a clear stand on it.

I dont't want to police anyone, just act on the side of caution, to stay out of trouble.

An official album release is a collection of audio recordings issued as a collection on compact disc (CD), vinyl, audio tape, or another medium distributed on behalf of the music owners rights, to profit.

You have to remember bootleg recordings have historically been made official years later ie 1972,1973, & 1976 - Santa Monica, Hammersmith, Earls Court. A long time after and you can't keep taking these down off sites like BS just because they become "Official"

Just to add think on... Beethovens music is sold by all and sundry but in reflection it's not official because the blokes been dead ages.

Is the artist receiving a royalty from the stream? If no then share it. Has the BBC acquired the copyright for that program? Then leave it alone.

You are correct in thinking that some streams might cross a line. Earlier this year I believe it was Rhino record that released Bowie's Ouvrez Le Chien (Dallas '95) show in digital form only by streaming it on platforms like Spotify. In that case Rhino was earning money and the David Bowie estate was, and is, receiving royalties for every playing of the songs on that stream. That makes it an official release. Even if anyone thought that was a grey area, it is not any longer seeing as how that collection is now an official 2 album set being sold in the Bowie/Rhino 90's box set.

My take on it is that a radio stream is just a repeat of an earlier broadcast. It's nothing new and being able to download it from here does not affect sales etc.

What I do object to are the multitude of "legendary broadcasts" releases that are flooding legitimate shops and sites. Pretty much all of that stuff has been downloaded from here or Dime, for free, then pressed up on groovy coloured vinyl and sold for big bucks. We've all bought bootlegs under the counter over the years, but it's different now. Most people are willing to share their bootlegs, but these releases just rip off those who aren't aware of how they are being ripped off.

These days a so-called 'radio stream' is frankly crap, being seriously data compressed with the lossiest of lossy codecs to boot - old school FM was at least lossless as far as it went (which was usually no higher than 14kHz, sometimes all the way up to 16kHz but that would be the limit for FM.
DAB radio is horrendous in terms of quality
