I came across this album in my collection but I don't have a turntable anymore.

https://www.discogs.com/release/3527492-David-Bowie-David-Break-The-Barriers

If anyone has it I'm interested to know what Alabama Song a punk idea is. The rest seems like stuff that's been in circulation some officially for some time already.

I bet "Alabama Song a punk idea" is the rehearsal from 1978 broadcast on Austalian TV? It's short, punchy-ish (more due to the close mic'd recording / mixing by the sound of it than anything else), and the 'I tell you we must die' backing vocal is even more shrill and annoying than on any other version I have ever heard, I can see why back in the day (closer to the time punk had happened), someone would describe that version as "a punk idea".

I'm still not ready to part with it because I do like the weird artwork but if I do I will definitely let you know.

I have to check that out now. I just found it listed on Bassmans page and he writes that it has nothing to do with Bowie. Possibly some insert that bootleggers liked to add to these at the time? I know I have an old Beatles bootleg and cookie monster is in between one of the tracks.

I'd bet that this is what the bootlegger is calling a punk idea

I searched "Alabama Song (A Punk Idea)" with the quotation marks and a site came up with a download link (moo tube dot ru) but it threw up so many red flags and warnings from my virus protection that I didn't try it.

Yes it's pretty bad. That's the only punk version that was made supposedly so I really think that's what they put on this boot. Probably because it's also a German band making the Bowie Berlin connection.
